How will future changes in alcohol regulation change the wine industry?

We spent a lot of time in class this quarter discussing the difficulty that comes from regulation / the three tiered system.

One of the most difficult aspects is that regulations are different from state to state, and ever-changing. From a recent news scan, two states are currently voting on changes to alcohol regulation:

1. Utah is voting on legalizing D2C wine sales (https://www.sltrib.com/news/2020/03/12/utahns-soon-may-be-able/)
2. Atlanta / Georgia is voting on legalizing beer & wine delivery from grocery stories and apps like minibar (https://atlanta.eater.com/2020/3/12/21176524/hb879-law-beer-wine-home-delivery-atlanta-georgia)

I am sure there are many other examples.

An optimist might think that as the world modernizes and regulation potentially becomes less strict, doing business in the wine industry in the US may become easier. However I (a realist :) ) think that's unlikely -- as long as regulation continues to vary state to state and require a lot of expert navigation, it seems like this will continue to be an industry hurdle.
