Rhode Island to Join the 14 States Allowing Wine D2C Sales?

As discussed in class, only 14 states (Alaska, California, Idaho, Louisiana, Missouri, Nebraska, Nevada, New Hampshire, New Mexico, North Dakota, Oregon, Virginia, Washington, D.C., West Virginia and Wyoming) allow wine to be sold D2C from out of state retailers. Recently, a new bill was introduced that would enable wine to be sold from out of state retailers directly to the door step of Rhode Island residents.

Support
This battle has been fought by state senator Adam Satchell for the past 4 years. However, this year three wine enthusiasts join his aid and challenge the constitutionality of state laws banning out-of-state.

Opposition
This bill has already received strong opposition from both the state and wholesalers. One nonprofit group of wholesalers, The Rhode Island Responsible Beverage Alcohol Coalition, "argues that Anvar, Colapietro and Drum are seeking to undo the state’s three-tier alcohol distribution system".

Importance
Rhode Island is ranked 13th lowest in wine consumption (volume) by state, consuming only 4M gallons of wine in 2016, so the wine ecosystem would not change significantly should this bill pass. However, it is important that more low-wine production states, such as Rhode Island, gain the ability to import wines directly from out-of-state retailers, as such states lack access to rare, unusual, and highly allocated wines that retailers from states such Connecticut, New York and California do.
